Background
Cliff has been fighting for the 91st House District ALL of his life. He believes support for education, economic development, safe communities, and access to quality, affordable health care are key to the development of an even better Commonwealth of Virginia. Growing up in the South Norfolk borough of the City of Chesapeake, Cliff learned from many leaders in the community that the quality of life of a community has to be fought for.
Background
After graduating from college, Cliff returned to the community he was raised in to lend a hand as a little league baseball coach, then later served as a Board Member of the South Norfolk Boys Baseball, Inc. He later joined Chesapeake Men for Progress and Chesapeake Forward where he witnessed the work and influence of leaders giving back by investing their time and resources to uplift others. Cliff eventually adopted the philosophy that his civic involvement and service is a debt that's owed. Hence, he's been paying it forward ever since.
Background
Cliff is married to the lovely Kecia Brothers Hayes and they have two daughters, Felecia and Tonecia. Felecia is a former USAA All-America track athlete, record-holder, and a two-time graduate at The College of William & Mary. She now works as a public school teacher. And, Tonecia - a graduate (Communications and Political Science) of Virginia Commonwealth University (VCU) and graduate of the The University of Maryland Carey School of Law where she was a writer for the Technology/Business Review Journal and a lead member of Trial Team. She now works as an attorney for a national corporate law firm in Maryland.

Cliff Hayes was born in Chesapeake , VA. He grew up in South Norfolk (LBJ, Cloverdale, and Varsity Manor).

His mother, Carolyn, grew up in the Berkley section of Norfolk and graduated from segregated Booker T. Washington High School. She was one of six children raised by a single father, Eddie, after her mother, Bordie passed away when she was in the 7th grade. Cliff's mother also attended Norfolk State and later retired as the first female Quality Assurance Specialist (GS11) assigned to Quality Engineering and Analysis, Naval Air Rework Facility, Norfolk, VA. She inspired Cliff to support others in pursuit of their life-long career goals.

Cliff married his sweetheart, best friend and soulmate, Kecia. They have two daughters: Tonecia, a corporate attorney and Felecia, a public school educator. The Hayes roots run deep in the 91st district that Cliff is so grateful to represent in the Virginia General Assembly.

Delegate Hayes serves on various committees in the General Assembly. He serves on the Approprations committee and assigned to the Higher Education and the General Government/Capital Outlay subcommittees. He also serves on the Health, Welfare, & Institutions committee and is chairman of the Communications, Technology, and Innovation committee. In addition, he is chairman of the Joint Commission on Tecnology and Science. Further, Delegate Hayes was appointed to serve as Deputy Policy Chair of the House Democratic Caucus.

With the respective appointments, Delegate Hayes will continue to fight for additional education funding, equal rights for women, seemless access to affordable, quality health care for all Virginians, economic development, safe communities, robust technology, and criminal justice reform, .
